Queensland Schools Tender

 

The Tender that changed the Carpet Cleaning Industry Qld DETA advertisement

Queensland Education Department calls Tenders for qualified Carpet Cleaners for 1400 Schools 

As part of it’s program to assist companies in understanding the tendering process for the carpet cleaning contracts for it’s 1400 state schools, The Queensland Department of Education, Training and the Arts (DETA) conducted industry briefings in Brisbane, Townsville and Cairns in late September.

The briefing programs described in detail the reasons for going to tender, the development and implementation of the criteria and the mandatory requirements for completing the tender documents correctly. The Qld DETA Carpet cleaning tender is probably the largest tender for commercial carpet cleaning ever called in Australia. It is also the first time that a cleaning tender has been called anywhere in Australia, and possibly worldwide, where the qualifications, skills and capabilities of the contractors to perform the work to the specification have been the overriding criteria.

The tender was initiated by Geoff Fry, Senior Facilities Services Officer for the DETA and the specifications were developed in conjunction with the National Upholstery and Carpet Cleaners Association (NUCCA).

The specifications were based on the Australian Standard AS 3733:1995 and criteria were assessed and developed in accordance with requirements for Workplace Health and Safety, mandatory Public Liability Insurance, environmental considerations, the minimum standards of equipment acceptable to do the job and the DETA’s commitment to the Asthema Friendly Schools program.

NUCCA’s involvement in bringing about this industry changing tender is the first step in it’s national commitment to separate the Carpet Cleaning and Restoration trades from the general cleaning industry and move both professions to full trade status in all states and territories of Australia.
